أوت 2013، بمقاربة للتفاعل مع الأوضاع وإنهاء المرحلة الانتقالية التي تعيشها تونس بعد انتخابات 23 أكتوبر 2011

وأكد الغنوشي أنّ من أولويات المرحلة تأمين المسار الانتقالي والتسريع في إنهائه بتنظيم انتخابات حرة ونزيهة وشفافة بأوسع مشاركة شعبية وفي أسرع وقت ممكن، ومن جهة أخرى التصدي الحازم لخطر الإرهاب وسائر التحديات الأمنية والعمل على ايجاد حلول للوضع الاقتصادي وتحسين ظروف العيش للمواطنين.

وبخصوص السبل الكفيلة، على حد تعبير الغنوشي، لتحقيق هذه المقاربة اعتبار الوحدة الوطنية هي الأساس لتجاوز كل الصعوبات، المحافظة على الدولة وعلى السلطة ورفض كل الخيارات العدمية والانقلابية والفوضوية.

وأكّد الغنوشي على التمسك بالقانون المنظم للسلط كإطار لاستكمال مسار الانتقال الديمقراطي مع التأكيد على أن الحوار والجلوس على طاولة المفاوضات هو الحل لتجاوز الأزمة وتثمين كل المساعي الهادفة لرعاية الحوار الوطني في اطار الحياد والوقوف على مسافة واحدة من كل الفرقاء السياسيين، داعيا إلى البناء على ما تحقق في أشغال المجلس الوطني التأسيسي الدستور وهيئة الانتخابات وفي الحوار بين الأحزاب.

المجلس التأسيسي مستمر

وأكد الغنوشي على ضرورة التمسك بالمجلس الوطني التأسيسي، باعتباره السلطة الأصلية ومرتكز النظام الديمقراطي الوليد الذي ارتضاه التونسيون بعد انتخابات 23 أكتوبر 2011 وضرورة استئناف أعماله في أقرب وقت.

وفي أسس المقاربة أيضا الدعوة إلى ضبط رزنامة عمل واضحة يتم بمقتضاها استكمال تشكيل الهيئة المستقلة للانتخابات في ظرف أسبوع من بداية استئناف أعمال المجلس مع المصادقة على الدستور والقانون الانتخابي قبل موفى شهر سبتمبر، واستكمال المهام التأسيسية للمجلس قبل يوم 23 أكتوبر وتحديد موعد للانتخابات قبل نهاية السنة الجارية.

الحكومة خط أحمر

بالنسبة إلى الحكومة شدد الغنوشي على تشكيل حكومة وحدة وطنية تشمل مختلف القوى السياسية من أجل استكمال مسار الانتقال الديمقراطي في إطار القانون المنظم للسلط، تأخذ على عاتقها انجاز المهام المذكورة وتساعد على توفير المناخ المناسب لإجراء انتخابات حرة ونزيهة.

على مستوى آليات تطبيق هذه المقاربة، أعرب الغنوشي عن ضرورة اتخاذ كل الاجراءات التي تحقق حياد الادارة محليا وجهويا ومركزيا، وتشكيل هيئة سياسية مرافقة لعمل الحكومة ذات صلاحيات متفق عليها تضم أحزاب سياسية وشخصيات عامة وممثلين عن الجمعيات، إلى جانب التوافق على قانون انتخابي يضمن العدل وتوسيع المشاركة بتوفير كل المستلزمات لإنجاح عمل الهيئة العليا المستقلة للانتخابات، وصياغة ميثاق شرف بين الأحزاب السياسية لضمان تعايش سلمي ومنافسة انتخابية صحية والاستعانة بمراقبين دوليين.

وأكدّ الغنوشي أن حركة النهضة تعبر عن رفضها للدعوة إلى تشكيل حكومة منبثقة عن هيئة الانقاذ باعتبار الخطر الذي تمثله على البلاد بالفراغ الذي سينتهي إلى الفوضى وينهي التجربة الديمقراطية ويجهض الثورة، وفسر الدعوة إلى تشكيل حكومة الكفاءات الوطنية لا تستجيب إلى التحديات المطروحة على البلاد في هذه المرحلة لما قد يتسبب في ارباك المسار بسبب ما تحتاجه هذه الحكومة من وقت في ظل وضع متأزم، مؤكدا على عدم قدرة هذا الصنف من الحكومات على ادارة أوضاع صعبة فيها الكثير من المخاطر المحدقة بالبلاد.

وقال الغنوشي إن الحوار العقلاني والبناء والمتوازن هو المخرج لإنهاء المرحلة المؤقتة، مضيفا أنه في صورة تواصل انسداد الوضع، هناك امكانية للعودة إلى الشعب عبر الذهاب إلى استفتاء من أجل تأمين المسار الانتقالي وانهائه في اطار مراقبة دولية تضمن سلامة هذه العملية.

وترى حركة النهضة أن استكمال المهام التأسيسية للمجلس الوطني التأسيسي وتنظيم انتخابات قبل نهاية السنة الحالية لا يتم إلا بالتوافق السياسي والتهدئة الاجتماعية قبل 23 أكتوبر 2013. وعبر الغنوشي عن استنكاره مما حدث في مصر من مجازر في حق الشعب المصري الأعزل السلط المصرية دفاعا على الشرعية.

وترحم الغنوشي على أرواح شهداء مصر وشهداء الجيش الوطني التونسي الذين وقعت في حقهم مجزرة موفى جويلية المنقضي الذين اعتبرهم الغنوشي ضحية المتربصين بالثورة وشهداء الجيل الثالث بعد جيل الاستقلال ومقاومة الدكتاتورية في البلدين المصري والتونسي.

استياء من الفرحة بمجزرة مصر

وعبر الغنوشي من استاءه من القوى المحلية والغربية التي احتفلت يوم أمس بالمجازر التي ارتكبت في حق معتصمي رابعة العدوية والنهضة بمصر، وخاطب الغنوشي معتصمي الشرعية بمصر "أن دمائهم ستنتصر على العسكر وستنتصر سلميتهم على الرصاص والمجازر عندما تزهر دماء الشهداء الحرية والديمقراطية والتقدم".

وحذر الغنوشي الشعب المصري من السقوط في فخ العنف لمقاومة العنف الوحشي الذي طالهم مهما كانت الخسائر والتضحيات وتوجه بنداء عاجل للوقوف إلى جانب هذا الشعب. ونبه الغنوشي إلى ضرورة الوفاق لقطع الطريق أمام من يحلم بتنصيب سيسي ثان في تونس على غرار سيسي مصر الذي ارتكب مجازر الأمس في مصر.

وأكد الغنوشي أنه لا مبرر للحديث عن أزمة في تونس على الرغم من إقراره بوجود أخطاء قامت بها الحكومة الحالية وتقصير في التسريع بإنهاء المرحلة الانتقالية واستكمال كتابة الدستور وانتخاب هيئة انتخابية تؤمن المسار الانتخابي والمصادقة على قانون الانتخابات والحسم في ملف رجال الأعمال إلا أنه يؤكد أن لا مبرر في إلغاء المسار الانتقالي بأكمله أو الانقلاب على الشرعية وإنما التأكيد على العمل لاستكمال المسار في أقرب الآجال. مذكرا بالتزام حركة النهضة بأهداف الثورة والوحدة الوطنية باعتبار ذلك من مصلحة تونس وأولويات المرحلة الراهنة.

واعتبر الغنوشي تونس "الشمعة الوحيدة التي ظلت مضيئة في الربيع العربي" نتيجة الوضع المتأزم الذي تعيشه الدول الربيع العربي والكارثة التي حلت بمصر، وأطهر الغنوشي استياءه من النخب الديمقراطية والليبرالية التي صفقة لما وصفه "بالفضيحة" في مصر، مؤكدا على أن دعم مصر هو حق على كل الديمقراطيين الذين يؤمنون بالقيم الإنسانية التي تنتصر لشعب أعزل يواجه وحشية لم ترتكبها اسرائيل مستثنيا نظام حافظ الأسد الذي ارتكب مجازر في حمى في الثمانينات.

فيتو غربي ضدّ مجازر مصر

وجدد الغنوشي دعمه لشعب مصر، وبالنسبة إلى موقف القوى الغربية من الربيع العربي والتغير الذي سجل في مصر، قال الغنوشي إن مصلحة الكيان الصهيوني ركن أساسي في السياسة الغربية لذلك دعموا الانقلاب، معززا قوله إن المجازر في مصر ما كان لها أن ترتكب لولا الفيتو والضوء الأخضر الذي دعم السلطة العسكرية للقيام بذلك.

وأشار الغنوشي إلى أن الديمقراطيات تمتحن هذه الأيام في مبدأها ومنهم الديمقراطيين العرب، وبالنسبة لتونس قال الغنوشي بأن القوى الغربية وخاصة أوروبا لاتزال تدعم المسار الانتقالي في تونس مؤكدا أن ذلك ليس حبا في شخص ما إنما هو من باب ما تقتضيه المصلحة السياسية لهذه البلدان خشية من فشل التجربة التونسية التي قد تضر بمصالحهم

‪#‎Ennahdha‬ party president R ‪#‎Ghannouchi‬'s Speech this morning 15 August 2013


Welcome to this press conference which will address Ennahdha's vision for the remaining period of the transition phase which should culminate in the adoption of a consensual constitution representing all Tunisian women and men and the holding of free and fair democratic elections guaranteeing the necessary conditions for fair competition.

First, I would like to pray for the souls of the martyrs of freedom and democracy, for the souls of Chokri Belaid, Mohamed Brahmi and our brave soldiers and policemen who fell victim at the hands of the enemies of our revolution, and for the martyrs of Rabiaa al-Adawiyya, Nahda and all of Egypt's squares; they are the third generation of martyrs, after the martyrs for independence and the martyrs of the struggle against dictatorship, these fell as martyrs for the defense of the revolutions of freedom, dignity and democracy.

The revolutions of the Arab Spring are today facing a ferocious war and evil plans to abort the emerging democracy, through sowing divisions and discord among people. That is what happened in Egypt, paving the way for military rule to return under the pretext of restoring democracy.

The forces that supported al-Sisi are today partners in the continuous massacres against unarmed people, whether or not they accept that fact.

I call on our brothers and sisters in Egypt to preserve the peaceful nature of their revolution against the dictator who has committed what other dictators before him had not committed, with the killing of thousands of his people before the world's cameras.

I say to them: your blood will triumph over military rule and from it freedom and democracy will spring. Thus beware of falling into the trap of violence, whatever the sacrifices and losses.

I call on the free conscience of the world to stand with the Egyptian people against a bloody dictatorship that has trampled on all values, ideals and laws.

I say to Tunisian men and women that the Egyptian lesson must strengthen our unity and our commitment to reaching consensus so as to prevent the dreams of those who wish to see a new Sisi in Tunisia.

The Egyptian lesson should encourage us to resolve our differences through dialogue, concessions and sacrifices, particularly as what unites us is much greater than what divides us.

We fortunately live under a coalition government bringing together Islamists and secularists; the Constituent Assembly has completed the constitution draft; the Independent Electoral Commission is missing but one member. Thus there is no justification for talking about an unresolvable crisis.

The government is not infallible, but our mistakes in governance do not justify denying the progress in the process nor the calls for wiping everything and restarting from scratch.

There is indeed delay in the completion of the constitution and in transitional justice; there are shortcomings in the performance of the government and its dealing with a number of issues, particularly controlling prices, resolving the status of businessmen under travel ban; there is severe criticism of the performance of the judiciary, for instance in its dealing with the attack on the US embassy. We admit all that, and we do our utmost to reform these areas.

However, our mistakes in governance do not justify suspending dialogue and rupture, after having completed several rounds of national dialogue which all ended with concessions from Ennahdha for the sake of the national interest and efforts by the coalition government to address its mistakes, because we are convinced that Tunisia cannot be ruled except through consensus-building.

At the Kasbah gathering, I said that we are for national unity, for a reconciliation with Tunisia's history as it is unacceptable to deny Tunisia's post-independence history and achievements. But it is also unacceptable for the parties that ruled Tunisia before the revolution to deny their responsibility for dictatorship and corruption and to refuse to apologise for it.

We, in Ennahdha Party, are committed to the path of national unity and to reconciliation, without abandoning the aims and aspirations of the revolution. We are committed to unity and consensus and we will not allow anyone to divide Tunisians. We will not allow those who plot coups to impose their agendas on us and the Tunisian people.

Some parties have prepared a complete vision for toppling the government, dissolving the Constituent Assembly and state institutions, replacing ministers, governors and councillors with local popular committees and imposing an unelected government on Tunisians. However, they have found themselves isolated and the forces of the revolution have caused their plans to fail.

The problem of these parties is not only with Ennahdha, out of an ideological hatred that dominates their hearts and minds. It is also with the state, as they do not believe in the state nor in democracy nor elections. They are still driven by the dream of revolutionary violence and anarchist solutions; they believe the state to be weak and able to be toppled with one blow - but this is all unrealistic and irresponsible.

The Tunisian state is strong and we are proud of that fact; the revolution rose against the system of dictatorship and not to dismantle the entire state. Ennahdha, and our partners in the coalition government, have preserved the unity of the state, and we call on the government to implement all necessary measures to apply the law firmly, and to guarantee the neutrality of the administration.

I know that some sections of the elite have concerns about this point in particular and about the conditions for the coming elections. I reassure them that our hands are stretched out welcoming any view that is in Tunisia's interest and facilitating consensus and trust-building between parties and organisations. However, we reject the logic of black-mail and overturning the free popular will of Tunisians expressed on 23 October 2011. We stress that we are always ready to submit to the people's will in order to resolve disagreements which we fail to resolve through dialogue. What is important is that political differences should not be managed on the streets or through confrontation and political wrangling.

Our vision for the coming period has a clear motto: dialogue to strengthen national unity and prevent the plans of those who wish to overturn the transition or spread chaos. In this context, we wish to stress the following:

1. The preservation of the National Constituent Assembly as the fundamental authority and the cornerstone of the emerging democratic system chosen by Tunisians after the 23 October 2011 elections. This point enjoys near-consensus.

2. The necessity of the Assembly resuming its work as soon as possible to complete the tasks and responsibilities assigned to it, stressing the necessity of accelerating the pace of its work and defining a clear set of priorities for remaining tasks.

3. Setting a clear timetable so as to:

- Form the Independent Electoral Commission within one week of the Assembly's resumption of its work.

- Adopting the Constitution and Electoral Law before the end of September.

- Completing all fundamental tasks by 23 October and agreeing to hold elections by the end of this year.

- Forming a national unity government including all political parties committed to the completion of the transition process within the Temporary Law regulating Public Powers (mini-constitution) tasked with achieving urgent matters most importantly combating terrorist groups and addressing security challenges, securing the economic situation, improving the living conditions of Tunisians and providing the optimum conditions for holding free and fair elections.

5. The formation of a parallel political council alongside the government with pre-defined powers, including political parties, national figures and civil society organisations.

We reaffirm our complete readiness to consider all initiatives aimed at ending the current crisis within the context of accelerating the transition phase and respecting the people's will as expressed in free and fair elections.

This is our vision, and we stretch out our hands for dialogue and consensus to all political parties, in order for all of us to fulfill the trust of our people who have demonstrated their awareness and maturity and their commitment to protecting their revolution against those who wish to push the clock backwards and take Tunisia back to despotism and dictatorship
